AUTOS ELÉCTRICOS INGRESARÍAN A PERÚ EN EL 2019

El Ministerio de Energía y Minas (MEM) informó que trabaja en un estudio que le permitirá contar con los estándares técnicos necesarios para el ingreso de autos eléctricos al Perú.

En una entrevista para Gestión.pe, el viceministro de Energía, Arturo Vásquez, explicó que la meta es concretar el ingreso de estos vehículos para el 2019.

“En el MEM se ha convocado a la realización de un estudio completo, en el marco de las acciones para la mitigación de gases de efecto invernadero. A través de este estudio, se está evaluando las alternativas tecnológicas para el ingreso de vehículos eléctricos autónomos así como la propuesta de reglamentación necesaria para la introducción de vehículos que sean estandarizados”, refirió.

Vásquez contó también que están trabajando en dos frentes: el marco conceptual para contar con los estándares técnicos y en el marco regulatorio que se necesita para promoverlos.

“(Este proceso) Nos va tomar entre un año o año y medio más o menos”, dijo Vásquez. Asimismo, estimó que para el 2019 podría estar lista la normativa necesaria para promover el uso de autos eléctricos en el país.

Así, como parte del estudio, que se está elaborando con el apoyo de la Cooperación Alemana y del PNUD, se está evaluando alternativas pilotos.

Una de ellas podría ser un sistema de transporte autónomo con vehículos eléctricos en el Aeropuerto Internacional Jorge Chávez, a través de taxis o buses pequeños que permitan conocer plenamente su funcionamiento y el nivel de aceptación del público.

“Es una de las alternativas de los consultores, aunque se van a proponer diferentes opciones para poder determinar una opción de prueba piloto final”, dijo. La meta es que este piloto esté funcionando en un año y medio, cuando termine de realizarse los estudios.

El viceministro detalló que también se tiene previsto coordinar con el Ministerio de Economía y Finanzas (MEF) la elaboración incentivos tributarios para la importación de vehículos eléctricos.

“A nivel internacional, toda la promoción de autos eléctricos ha estado acompañado de un paquete de incentivos iniciales como algunas deducciones y créditos fiscales para poder importar estos vehículos. Así que una vez que se determine el estándar técnico, se tendrá que trabajar con el MEF en un esquema de promoción”, agregó.

De esta manera, antes del 2021 circularán en el Perú autos eléctricos. Esta es la meta del Ejecutivo como parte de los compromisos asumidos en la COP 21, para mitigar en 30% las emisiones de gases de efecto invernadero hacia el 2030.

Thus, as part of the study, which is being developed with the support of German Cooperation and UNDP, pilots are being evaluated.

One of them could be a system of autonomous transport with electric vehicles in the International Airport Jorge Chávez, through taxis or small buses that allow to know fully its operation and the level of acceptance of the public.

"It is one of the alternatives of the consultants, although they are going to propose different options to be able to determine an option of final pilot test", he said. The goal is for this pilot to be operational in a year and a half, when the studies are finished.

The deputy minister added that it is also planned to coordinate with the Ministry of Economy and Finance (MEF) the development of tax incentives for the importation of electric vehicles.

"At the international level, all the promotion of electric cars has been accompanied by a package of initial incentives like some deductions and tax credits to be able to import these vehicles. So once the technical standard is determined, it will have to work with the MEF in a promotional scheme, "he added.

In this way, before 2021 electric cars will circulate in Peru. This is the Executive's goal as part of the commitments made at COP 21 to mitigate greenhouse gas emissions by 30% by 2030.
